Council narrows winter parking ban, refers zoning rules back

NH LACONIA — Laconia City Council narrowed the winter parking ban and allocated a health insurance rebate to include Belknap Mill foundation repairs. The council unanimously moved Ordinance 2026-221-36 to first reading, changing the emergency parking ban from November 1-May 1 to November 15-April 15, with a public hearing March 9. Councilor Hildreth secured 20,000 dollars of an 86,316 dollar rebate for Belknap Mill (5-0 vote), with remainder to the Health Insurance Stabilization Reserve Fund.
On short-term rentals, following public testimony on Airbnb nuisances and property-rights concerns, the council voted 4-1 to refer revised zoning to the Planning Board, with Councilor Conant opposed. The proposed ordinance would prohibit short-term rentals in Residential Single zones and require owner-occupancy elsewhere. The council unanimously authorized City Manager Kirk Beattie to send a letter supporting contamination remediation at Lake Shore Road in Gilford, which supplies Laconia's drinking water.
