NH LACONIA — Winnipesaukee River Basin Program Commission reviewed legislation for shift to local authority. Attorney Jim Steinkraus presented a framework requiring ratification by member municipalities within 36 months of enactment, with a 12-to-24-month transition period to follow. The new authority would assume approximately 67 miles of interceptor and trunk lines, treatment facilities, and related assets.
Commission members raised concerns about employee protections, liability for a PFAS-contaminated closed landfill, and the substantial real-property documentation required for transfer.
