City Council restricts short-term rentals in single-family zones

NH LACONIA — Laconia City Council approved two contested measures in a fractious meeting. An ordinance restricting short-term residential rentals to 28 consecutive days and banning them from single-family residential zones passed 5-1, with Councilor Conant opposed; the Planning Board had approved the language 4-1. In a second 5-1 vote, Council accepted an $86,316 health insurance rebate and directed $20,000 to the Belknap Mill for structural repairs, contingent on the nonprofit meeting fundraising goals, with $66,316 going to the city's Health Insurance Stabilization Reserve Fund.
The rebate allocation drew extended public debate over whether such funds should support nonprofits outside the standard budget process. The council tabled a winter parking ordinance and referred it to the Public Works Subcommittee for further review.
